How we work
A structured process for member-led development
WOGE coordinates the progression of an opportunity from initial identification to engagement with the appropriate member conglomerate. Project development then proceeds through the studies, agreements and decisions required for implementation.
-
1
Identify the opportunity
We engage with government and public-sector counterparts to understand priorities and identify projects. Initial discussions establish the purpose, sponsor, sector and development stage.
-
2
Review the concept
The counterpart shares a concept note and available project information. WOGE reviews the opportunity's scope and its alignment with member capabilities and interests.
-
3
Engage the membership
WOGE shares the opportunity with its member conglomerates. Members assess whether it aligns with their priorities and expertise.
-
4
Invite a lead member
An aligned member is invited to lead the opportunity. The parties discuss responsibilities, information requirements and the next stage of development.
-
5
Advance studies and financial structuring
The project team considers feasibility, technical design, commercial arrangements, financing and payment structures. The scope and sequencing depend on the project's maturity.
-
6
Agree implementation arrangements
The parties define contractual responsibilities, financing conditions and the route to delivery. Construction, operation, maintenance and knowledge transfer form part of this discussion.
Financing matched to the project
WOGE is prepared to support the mobilisation of international financing through engagement with the lead member and relevant financing institutions. Financial structures are developed around project viability, expected cash flows and the allocation of responsibilities.
Payment flexibility
Payment schedules and structures can be considered during financial negotiations. The options available depend on the project's payment capacity and the terms agreed with the lead member and financiers.
Skills for long-term operation
We seek to incorporate knowledge transfer and technical training into project development. The objective is to support the skills needed to operate and maintain the completed asset.
